Rain changes the order of a day more often than it ruins the whole day. The useful way to decide is to look at the actual logistics, what you want to learn or experience, and what the current listing includes for your date.
Separate showers from all-day weather
A wet forecast does not mean every hour will be unusable. Keep one indoor anchor and move shorter outdoor stops around current conditions.
Choose indoor anchors with nearby options
Museums, markets, long lunches and coffee tastings work best when the surrounding area gives you something to do if the weather improves.
Treat mountain activities differently
Paragliding and some rural excursions depend on conditions beyond ordinary city rain. Follow the operator’s day-of guidance instead of assuming a city forecast tells you what is happening at the launch or destination.
Carry less, not more
A compact rain layer, shoes with decent traction and a small umbrella are more useful than hauling a full emergency wardrobe around the city.
